Proposed Project Labor Agreement Rules Will Ensure Federal Construction Will Create Good Jobs

Washington, D.C. (August 19, 2022) – Terry O’Sullivan, General President of LIUNA – the Laborers’ International Union of North America – made the following statement today:

With today’s Notice of Proposed Rulemaking on Project Labor Agreements (NPRM), President Biden has proposed guidelines to ensure that when the federal government builds our nation – from federal office buildings to locks and dams on inland waterways, the investment will create good family-supporting construction jobs with skilled and experienced workers.

 

The NPRM lays out agency guidelines for the use of Project Labor Agreements (PLAs) for direct federal procurement construction projects above $35 million. Based on 2021 figures, the PLA requirement could impact $262 billion in government contracting and improve the lives of 200,000 construction workers. The expanded use of PLAs will also benefit taxpayers by improving the efficiency, quality, and coordination of large and complex projects.
